COSTA RICA | New election rules. Costa Rica's congress this week approved reforms to the country's electoral code in the third and final debate, to take effect before the February 2010 elections. The amendments, which have been in the pipeline for nine years, include provisions which reduce public funding for political parties' election campaigns (to 0.11% of pre-election year GDP from 0.19% currently); tighten up campaign financing rules with the imposition of new sanctions on illicit donations; and ensure gender parity on party lists.
