MEXICO: Carstens pushes for higher taxes

The finance minister, Agustí­n Carstens, said this week that the federal government would have to increase taxes in 2010. Carstens is signalling that he is going to take action even though it is far from clear that the economy has stopped contracting. The risk is that if the government cuts back on public spending and raises taxes it may cause an even deeper recession. Hasty moves to bring the public finances back into balance are blamed by academic economists for causing the US Great Depression in the 1930s.
