President Felipe Calderón Hinojosa
delivered his third state of the union address (Informe) at the Palacio
Nacional, rather than to the federal congress on 2 September. Calderón readily
admitted that what he had achieved in his first two and a half years in office
was "clearly insufficient." Such humility explains why Calderón retains such
high popularity (68% support according to the latest poll in a Mexico City
newspaper, Reforma) while his government and political party, the Partido Acción
