Peña Nieto, who was referring to the successful conclusion of his ambitious reform agenda contained within the cross-party ‘Pact for Mexico’ political agreement, wasted little time in answering his own question, announcing a huge public infrastructure investment programme over the remaining four years of his sexenio to revitalise the economy.
