MEXICO: Government pulls army out of Ciudad Juárez

The Mexican army started to pull out of Ciudad Juárez on 15 September. Only a day later, on the Independence Day public holiday, did the government issue a statement confirming the change of strategy. It did not explain why it had suddenly pulled the army off the streets of Ciudad Juárez and out of operations in the state. The only reason it gave for the change was that 1,182 municipal policemen had now completed their retraining under the military and were therefore ready to resume work.
