MEXICO: PRI gives thumbs down to tax proposal

The opposition Partido Revolucionario Institucional (PRI), which controls congress, said last week that it would not support the government's 2010 budget proposal to tax food and medicine at 2%. This position was endorsed by the other parties in congress on 15 September after the finance minister, Agustí­n Carstens, testified to congress for five hours.
