President Mauricio Funes has issued his most passionate call yet for
overhauling El Salvador's security strategy. Funes wants to supplant the
mano dura (firm hand) policy of the previous government for combating
mara gangs with a more socially responsible policy which aims to eliminate the
causes of organised crime. Funes told a local television station that
imprisoning maras would never resolve the problem, not least because they had
the ability to plan crimes from inside. He said his government would place the
emphasis on prevention by investing more in education and sport.
