Representatives of the ousted president, Manuel Zelaya and the de
facto president, Roberto Micheletti, met to begin talks on 7 October under the
auspices of the Organization of American States (OAS). The OAS mission comprises
the secretary general, José Miguel Insulza, and 10 regional foreign ministers.
Shortly before the talks Micheletti announced that he had rescinded a divisive
decree suspending civil liberties for 45 days. He also hinted for the first time
that he would consider Zelaya's return to power provided it was just for the
two-month transition period after elections on 29 November, although he backed
away from this in a vitriolic speech to the OAS mission upon its arrival. Zelaya
