PERU: Garcí­a moves to "professionalise" army

“A modern and professional army is born in Peru," President Alan Garcí­a announced while promulgating a law this week permitting conscripts to remain in the army. The law comes a month after the defence minister, Rafael Rey, called for a new strategy to combat Sendero Luminoso and drug-traffickers in the Andean highlands after guerrillas brought down one of the army's M-17 helicopters, killing its two-man crew, in a remote area in the Apurí­mac and Ene river valleys (Vrae) [WR-09-36].
