Cuba and the US are moving ahead with the next steps in their historic restoration of diplomatic relations which was jointly announced on 17 December 2014 [WR-14-50]. With one eye on his legacy, and the other on the Democratic Party’s domestic position ahead of the 2016 US elections, President Barack Obama aims to do the maximum possible within his remit in his remaining two years in office to facilitate the process, likely including another public hand-shake with his Cuban counterpart Raúl Castro at the upcoming Summit of the Americas in Panama in April.
