Guerrillas from the self-declared insurgent Ejército del Pueblo Paraguayo (EEP) have struck again. After a short period of relative inactivity, in late January the EPP launched its most daring attack in months, as one of its cells attempted to kidnap a German couple from their cattle ranch in the northern department of Concepción. Robert and Erika Natto were killed as security forces attempted to rescue them, becoming the EPP’s first foreign victims.
