The president of congress, Alfredo Saavedra, announced this week that
the full congress would convene for a special session on 2 December to discuss
the possible restitution of the ousted president, Manuel Zelaya. This would
allow time for the supreme court, he said, to offer its “opinion" on the issue
in keeping with the Tegucigalpa Accord. It also happens to be three days after
the presidential, congressional and municipal elections. This means the
international community faces the quandary of whether to recognise the next
president. The US, Colombia and Panama have agreed to recognise the legitimacy
of the elections regardless of whether Zelaya is restored to power beforehand,
