It was first implemented by Santos in the wake of the deal struck between the government negotiating team and its Farc counterparts in Cuba on 7 March to work together to clear anti-personnel landmines and other improvised explosives placed by the guerrillas. Santos’s decision coincided with the staging of a massive nationwide ‘march for peace’ yesterday to pay homage to the victims of the armed conflict on ‘the national day of memory and solidarity for victims’.
