Chile and Bolivia went through the first round of presentations before the International Court of Justice (ICJ) at The Hague on 4 and 6 April, respectively. They did little more than repeat what they had already told the court: Chile insisting that the ICJ lacks the competence to hear the case; Bolivia building its case on the many times Chile had shown willingness to negotiate on its demand for an outlet to the Pacific Ocean.
