The emergence of a recorded conversation between a convicted drug trafficker and three government representatives has revived concerns that local drug-trafficking groups have infiltrated the domestic political system. With President Horacio Cartes away from the country on official business in Europe (see sidebar), it has been left to Vice-President Juan Afara to deal with the emerging crisis. Afara has held meetings with some of the government officials implicated in the incident to try to get to the bottom of it.
