One of Mujica’s aspirations was to carry out a project that had long been a Uruguayan dream: the building of a deepwater port that would attract large-scale maritime traffic, not only for Uruguay but for other countries of the ‘inner’ Southern Cone. In parallel he pushed for the upgrading of Montevideo’s infrastructure to consolidate it as a hub port — which some considered an alternative rather than a complement to the deepwater port.
