Mujica came to office adding emphasis to a problem that had been worsening over the years: the risk that, as he put it, Uruguay should suffer an ‘infrastructure shock.’ In the area of energy the vulnerability of hydroelectricity had often become all too evident. Improvements — which take time to mature — are under way, but some of them have run into obstacles.
