The most recent opinion poll shows that President Lula da Silva's
chosen political heir, Dilma Rousseff, has cut into the lead of the likely
opposition candidate, José Serra, in Brazil's presidential race. But, the poll
continued to show that the presidential election would only go to a run-off vote
if Ciro Gomes, one of Lula's most awkward allies, remains in the race. That,
however, would split the governing coalition and prevent Lula from turning the
election into a plebiscite on his popular administration - a tactic he considers
