Each and every summit held by the fledgling Union of South American
Nations (Unasur) has had to deal with a regional diplomatic or security crisis.
This week's summit in Quito also confronted a crisis, but a humanitarian one, in
Haiti, and it was characterised by a spirit of cooperation rather than the
divisiveness that prevailed at earlier summits. Not only did the summit achieve
a regional unity of purpose towards Haiti but it also heralded a fresh
breakthrough in the gradual rapprochement between Ecuador and
