The planting of two grenades in public places in Lima has led Interior Minister José Luis Pérez Guadalupe to suggest that the use of grenades by criminals should be considered acts of terrorism. It has also prompted the public ombudsman to demand from the defence ministry all available evidence on the provenance of grenades used by criminals or found in their possession. Preventively, all military personnel was confined to quarters for a spot check on their whereabouts and on the inventories of military arsenals.
