PERU: Fatal protests give Humala no respite

Four protesters were killed and 16 injured this week after violent clashes with the police on the site of the copper mining project Las Bambas in the central highland region of Apurímac. It was bitterly ironic that efforts by the prime minister, Pedro Cateriano, to revive a dialogue process with the political opposition to try and gain some breathing space for the beleaguered government led by President Ollanta Humala, whose disapproval rating reached 85% in an opinion poll released this week, should have been overshadowed by a social protest over a mining project. Humala’s term began in 2011 with such a protest (the Conga copper mine in the northern region of Cajamarca), and his inability to resolve it proficiently set the tone and has been instrumental in the erosion of his support since then.
