A better ‘Round One’ result

The results of the second phase of Mexico’s Round One oil and gas licensing auctions have been hailed as a success. The regulator – Comisión Nacional de Hidrocarburos (CNH) - was able to award three out of five production-sharing contracts, an improvement on the first phase, announced in July, when only two out of 14 contracts were awarded. But opinions are divided on whether this is a real turning point.
