The Tribunal das Contas da União (TCU), Brazil’s financial watchdog, voted unanimously to reject the government’s 2014 accounts. The supreme electoral court voted to investigate the money used for Rousseff’s re-election campaign. And, despite a cabinet reshuffle designed to shore up her support in congress, the government failed to muster the votes it needed to secure support for its austerity plans.
