Alongside ‘Operation Lava Jato’, the official investigation into the corruption scandal at the state-controlled oil company, Petrobras, Brazil’s federal police is also involved in another sensitive probe: ‘Operation Zealots’. The focus of this investigation is the Conselho Administrativo de Recursos Fiscais (Carf), the body within the finance ministry that hears appeals on tax disputes. A number of its members are suspected of taking bribes to rule favourably on contentious tax cases.
