US policy towards Mexico increasingly operates at two, almost
contradictory, levels. At the federal level the administration of President
Barack Obama is generally supportive of the efforts of President Felipe Calderón
Hinojosa against the drug gangs. There are even some officials in the
administration who want the US to become more involved in the Calderón
government's fight, but it is clear that the US has not decided, yet, that this
is the right policy to pursue. The second-level policy towards Mexico is more
“bottom-up", and is driven by the fears of US citizens living in border states
that the violence that has erupted along the Mexican side of the border this
year will either spill over into the US or, perhaps more likely, drive more
