This week, the Haitian government successfully pushed through congress
legislation extending the state of urgency decreed immediately after January's
earthquake for another 18 months. President René Préval argued that the
legislation, which also establishes the Interim Haiti Recovery Commission, was
essential to set in motion the reconstruction efforts in the short-term. A
number of opposition congressmen objected to such a long extension of the state
of urgency, arguing that it would undermine the opposition's chances of winning
the presidential elections, due before the end of 2010, and the congressional
elections postponed from February.
