The local and international media are making much of the multiple
challenges to Ecuador's President Rafael Correa and Bolivia's President Evo
Morales from their supposed support bases. Correa is locked in a dispute with
indigenous organisations over a “water law" the government is endeavouring to
push through the national assembly. Morales has been wrestling with protest
action by Bolivia's main union, the Central Obrera Boliviana (COB), over the
national minimum wage. Both men have succeeded, for now, in quelling the
