President Luis Guillermo Solís could take few crumbs of comfort from Costa Rica’s municipal elections on 7 February. The ruling Partido Acción Ciudadana (PAC) retained the municipalities it won in the last elections in 2010 but it only took six out of 81 then. While casting his vote, Solís contended that the elections had been fought on local issues and were not a plebiscite on his government. This holds some validity but the PAC would surely have fared better if his government had met public expectations.
