Soldiers from the Paraguayan army engaged in an intense gunfight with
the police on 9 May in a botched operation to track down members of the
self-proclaimed Ejército del Pueblo Paraguayo (EPP). Soldiers rained down a hail
of bullets on a police station in Huguá Ñandú in Concepción, one of five
departments placed under a 'state of exception' for 30 days on 23 April to allow
security forces to strike a decisive blow against the EPP. They were preparing
to raid a nearby house, where they believed a senior leader of the EPP, Magna
