There is a growing clamour among Mexican governors for the federal government to analyse the legalisation of opium poppy cultivation for medicinal purposes. Leading the charge is Héctor Astudillo, the governor of Guerrero, the state where some 60% of Mexico’s poppy production is concentrated, resulting in a violent struggle for control of the drug trade between rival local criminal groups.
