days in office on 18 June without having managed to push through congress his
government's most pressing initiative - a post-earthquake reconstruction plan of
US$8.4bn. The centre-left Concertación, which has struggled to adapt itself to
life in opposition, scored its first notable victory over the Piñera
administration by rejecting a key part of that plan - an increase in the royalty
on mining companies, which the government estimates would bring in an extra
