The US Secretary of State, John Kerry, has announced fresh talks with Venezuela, ostensibly in a bid to strengthen the fragile relations between the two sides. Kerry, who met in person for the first time with Venezuela’s foreign minister Delcy Rodríguez on the margins of the 46th General Assembly of foreign ambassadors to the Organization of American States (OAS), said he was “committed” to this new dialogue and wanted “to go beyond the usual rhetoric”. He emphasised that the US was not seeking to ‘impose’ anything on Venezuela.
