BOLIVIA: Autonomy law exposes indigenous frustration

Following the unprecedented show of unrest by trade unionists in April over the minimum wage, President Evo Morales is again facing a major challenge from another core plank of his support base - the indigenous sector - over the as-yet unapproved autonomy framework law. This is the fifth and final key piece of legislation necessary for the new constitution to be fully implemented. While the Movimiento al Socialismo (MAS) government has struck a temporary deal with indigenous groups (pending the law's final approval), the expression of frustration is the latest reminder of how, despite the very tangible achievements of the Morales administration vis-í -vis indigenous rights, certain expectations have yet to be fulfilled.
