The three main candidates for Brazil's presidency handed the supreme
electoral court outlines of their proposed government programmes this week. Only
Marina Silva, of the Partido Verde, seemed concerned to present a proper
overview of her proposals. José Serra, of the main opposition Partido da Social
Democracia Brasileira (PSDB), stitched together ideas presented in previous
speeches, while the government candidate, Dilma Rousseff of the Partido dos
Trabalhadores (PT), had to withdraw a radical document erroneously sent to the
