PANAMA: Martinelli backtracks over anti-union law

President Ricardo Martinelli has been forced to suspend the most contentious provisions of a recently approved law which weakens labour and environmental legislation [WR-10-24], after trade union unrest turned deadly in the western Bocas del Toro region. The reversal, albeit temporary, is significant given Martinelli's previous intransigence in the face of union demands. It suggests the law, the most controversial of his right-wing pro-business administration, may have been a grave political miscalculation.
