Uruguay came top of the 10
th annual Legatum Prosperity Index 2016 within Latin America and the Caribbean compiled from an amalgam of variables from per capita GDP to personal wellbeing of inhabitants and the number of secure Internet servers (
see sidebar). Uruguay made consistent improvements across almost every sub-index (Economic quality, Education, Business environment, Personal freedom, Governance, Health, Safety and security, Social capital) with the sole exception of Natural environment. Uruguay ranked 6
th out of 149 countries worldwide in Personal freedom “outperforming the majority of the developed world”; in the region, only Costa Rica, in 19
th, came anywhere close.
