Colombia’s congress ‘fast-tracking’ peace accord

Development: On 20 December Colombia’s interior minister, Juan Fernando Cristo, celebrated an emphatic vote in congress to approve an amnesty law defining the legal status of guerrillas from the Fuerzas Armadas Revolucionarias de Colombia (Farc).

Significance: The Farc has been refusing to move into ‘concentration zones’ where guerrillas would disarm and demobilise without an amnesty law providing them with guarantees. Congress is moving swiftly to end what President Juan Manuel Santos has described as a “dangerous limbo” by using the ‘fast-track’ mechanism validated last week by the constitutional court, and reviled by the right-wing opposition Centro Democrático (CD) led by former president Alvaro Uribe (2002-2010) as “abusive and unconstitutional”. How quickly times have changed. Just two-and-a-half months ago the CD was celebrating the victory of the ‘no’ vote in the national referendum on the peace accord. Now with a revised accord agreed with the Farc and approved by congress, Santos is back in full control of the peace process.
