President Cristina Fernández will head into a new year without a new
budget. And it is not just any year. It will be the final year in her mandate.
The failure of the budget debate shows Fernández has no intention of replacing
the confrontational style of her deceased husband and predecessor Néstor
Kirchner (2003-2007) with greater conciliation. Her government adamantly refused
to negotiate the budget sent to congress with the opposition, which resolutely
refused to approve a budget it deemed to be based on fiction. Fernández will now
ramp up spending through executive decrees ahead of next October's general
elections, which she will assuredly contest if she retains her newfound
