The weekly death toll in two states which have seen horrifying
increases in killing this year, Nuevo León and Tamaulipas, is falling, according
to the Consejo de Seguridad Nacional (CSN), which coordinates the federal
government's security policies. The CSN says that the weekly death toll for the
two states combined has averaged 34 since September, down from 55 in July and
August. Even more encouragingly, the death toll in Ciudad Juárez, Chihuahua, the
most violent city in the Americas, halved in November compared with
