Ahead of the 5 November municipal elections, doubts persist as to whether the Organization of American States (OAS) will be observing the vote. This continues to attract scrutiny given that it was a crucial part of an agreement signed in February [RC-17-04] between the OAS and Frente Sandinista de Liberación Nacional (FSLN) government led by President Daniel Ortega, aimed at assuaging democracy-related doubts.
