Desperate times call for desperate measures. More than 300 Colombians
have lost their lives in 28 of the country's 32 departments affected by the most
severe flooding in the past three decades. More than 5,000 homes have been
destroyed and some 324,000 damaged. In the final cabinet meeting before the end
of 2010, President Juan Manuel Santos issued 13 new decrees to confront the
natural disaster and raise some Col$10 trillion (US$4.9bn) for a reconstruction
fund. The decrees range from housing those left homeless by the floods in the
confiscated properties of drug-traffickers to selling more shares in the state
oil company Ecopetrol and, most controversially, broadening the tax on personal
