Cartes claims victory in peasant farmer conflict

Paraguay’s political opposition has failed to overturn the veto issued by President Horacio Cartes against a recently approved bill that sought to partially subsidise the debts held by small-scale farmers. This represents a major political victory for President Cartes over his detractors, who had sought to gain the support of peasant farmer groups in next year’s general election by backing their calls for the condonation of their debts and increased financial assistance from the government. However, Cartes’ defence of fiscal probity and financial market stability has not resolved the peasant farmers’ plight and his government is now under pressure to provide alternative solutions.
