Paraguay: New EPP kidnapping embarrasses FTC

The separate kidnappings of two individuals in Paraguay’s northern department of San Pedro have been attributed to insurgent guerrillas from the Ejército del Pueblo Paraguayo (EPP). The incidents are once again raising uncomfortable questions of the military-police task force (FTC) that has been deployed in the north of the country to combat the EPP. With the local civilian population still being targeted by the EPP, the FTC is widely considered to be failing to fulfil its remit; and it is increasingly argued that the government must now look at an alternative strategy to neutralise and defeat the EPP. However, it is not clear what this new strategy should be.
