ExxonMobil announced its first major offshore oil discovery in Guyana in May 2015, and since then the good news has just kept coming. A year later, Guyana’s Natural Resources Minister Raphael Trotman described the discoveries as “explosively transformative for the economic and social development of all Guyanese”. But there were warnings, too. In July 2016, the outgoing deputy chief of mission at the US embassy in Georgetown cautioned that no country that has not previously been an oil producer “is well-prepared for a discovery of that magnitude”.
