“The concept of organised crime should not become banal”, declared Bonifácio de Andrada, a deputy in Brazil’s federal congress. Andrada was referring not to drug trafficking organisations (DTOs) but to the mounting allegations that Brazil’s top politicians have cultivated their own “criminal” networks.
