President Sebastián Piñera is calling time on a tradition stretching
back nearly 70 years - the direct link between copper earnings and military
financing. Piñera says he will send congress a bill by 21 May bringing the armed
forces firmly under civilian control. This would end the law assigning the
military 10% of the gross sales of the state-owned copper giant, Codelco, and
empower the defence and finance ministries to produce a multi-annual budget for
the military to be approved by congress. Piñera's announcement, which comes in
the same week that copper prices hit a historic high, follows transparency
concerns surrounding the armed forces, culminating in the dismissal of the
defence minister, Jaime Ravinet, and the head of the joint chiefs of staff,
