Finance Minister Guido Mantega has his eye on the pet projects so
beloved of Brazil's federal deputies. Prior to approving the 2011 budget,
congress earmarked these projects a whopping R$21bn (US$13bn) via the so-called
emendas parlamentares. This effectively amounts to rampant pork-barrel
politics. President Dilma Rousseff is keen to clamp down on this now
well-entrenched practice, but she will have a major battle on her hands to see
it through. The trick for the new administration moving forward will be to pick its
