COLOMBIA: Santos embarks on bold new course

President Juan Manuel Santos celebrated his first six months in office with two ambitious projects: a national security plan to deliver a crushing blow, not to Colombia's guerrillas, but to the emerging criminal groups (or Bacrim) which he considers to pose the greatest threat to peace in the country; and a multi-million-dollar national development plan to create employment, reduce poverty and improve security. He will be emboldened by the fact that he has surpassed the high standards of his predecessor Alvaro Uribe (2002-2010) by achieving an approval rating of 86%.
