BRAZIL: Mantega sharpens his axe

Finance Minister Guido Mantega has his eye on the pet projects so beloved of Brazil's federal deputies. Prior to approving the 2011 budget, congress earmarked these projects a whopping R$21bn (US$13bn) via the so-called emendas parlamentares. This effectively amounts to rampant pork-barrel politics.   President Dilma Rousseff is keen to clamp down on this now well-entrenched practice, but she will have a major battle on her hands to see it through. The trick for the new administration moving forward will be to pick its battles carefully.
