GUATEMALA: Cracking down on electoral violence

Efforts are underway to prevent a repeat of the violence which marred the previous general elections in 2007 - the bloodiest since Guatemala's return to democracy in 1985. In a ceremony overseen by the electoral authorities (TSE) this week, 21 of the 25 political parties which have registered to compete in the September 2010 contest, signed up to a 13-point “ethics" pact, pledging to uphold various 'democratic' principles. Whether this will translate into action remains to be seen given warnings by President Alvaro Colom regarding the possibility of organised crime infiltrating political parties, and the TSE's inability to enforce electoral legislation.
